Letter to DGP, SSP, and Chief Secretary Expresses Concern Over Possible Hate Speech by Bhairav Singh

In order to monitor the Shaurya Jagran Yatra, the Dharma Sabha of the Bajrang Dal, and the Vishwa Hindu Parishad, which are scheduled to take place in the state capital on Sunday, civil society organizations and human rights organizations have written to the director general of police (DGP), Ranchi senior superintendent of police (SSP), and Jharkhand chief secretary.

The letter was written by members of the Sajha Manch, a group of intellectuals, activists, and political and religious leaders from all sects and parties, and it was presented to Ranchi SSP Chandan Kumar Sinha, DGP Ajay Kumar Singh, and the Jharkhand Janadhikar Mahasabha, a coalition of human rights organizations.

According to information posted on social media, the Bajrang Dal/Vishwa Hindu Parishad will host the Shaurya Jagran Yatra-Dharma Sabha in Ranchi on October 8. Bhairav Singh personally invites individuals based on their faith to join this meeting on the 'Bhairav Singh Fan Club' Facebook page (id - 100084689241399)," the letter said.

Bhairav Singh, a prominent member of the Hindutva movement, had previously been charged by the Mahasabha and other groups of inciting hatred against Muslims and Christians on July 24 at a public gathering in Kanke, Ranchi. Bhairav was allegedly distorting the truth about the ongoing violence in Manipur and disparaging Christians and Adivasis in order to incite religious enmity.

"The Bajrang Dal and VHP have a history of giving anti-communal speeches in Jharkhand and other regions of the nation. The letter continued, "In such circumstances, it cannot be ruled out that anti-constitutional, provocative, and communal remarks and slogans (hate speech) may be delivered in the yatra and gathering.

The letter also mentions the FIR against Bhairav that was filed on August 18 at the Kanke police station under several IPC provisions.

But sadly, Bhairav Singh hasn't yet been the target of any action. It is probable that Bhairav Singh will attend this yatra and meeting in this circumstance and offer another incendiary speech, the letter warns.

The letter requests that no anti-constitutional, inflammatory, or anti-communal remarks or slogans be used during the yatra and meeting and asks the chief secretary, the DGP, and the Ranchi SSP to enforce this.

Additionally, it asks the police and government to take all necessary measures to prevent Bhairav from making any speeches during this yatra or assembly.
